In Toho's original script, Bagan could only switch between the three creature shapes and then combine into the Dragon-head-Ape-chest-Fish legs composite Bagan, but I bet it could switch things up if it wanted.
Like, the Dragon headed one is for combat, the Ape headed one is for land travel, and the fish headed one is for swimming. Something like that.

Should composite Bagan not have 6 forms? Since he three basic forms and composite form is made up out of three part. 3 + 3 = 6
